“Australia has a number of widely scattered territories which, for geographical, historical, or other reasons, have not yet achieved a stage of development or status comparable to the six States of the Commonwealth.
This booklet describes those territories which are under the administrative control fo the Minister for Territories.  They are:
The Territory of Papua and New Guinea
The Northern Territory (including the uninhabited Ashmore and Cartier Islands)
Norfolk Island
Cocos (Keeling) Islands
Christmas Island
New Guinea is a Trust Territory administered by Australia under Trusteeship Agreement with the United Nations.  The Trust Territory of New Guinea is administered jointly with the Australian possession of Papua. (Other Australian Territories are the Australian Capital Territory, for which the Minister for the Interior is responsible, and the Australian Antarctic Territory and the Territory of Heard and McDonald Island, which are under the control of the Minister for External Affairs.)
The Territories vary greatly in physical features, climate, people, resources and development.  They are alike in that all, except Christmas Island, the phosphate producing Territory require a constant and considerable effort and expenditure by the Australian Government for their development.”
