"Bill Hayden came to Canberra as an angry young backbencher who had been elected on the swing against the Menzies government in 1961.  he had to wait another eleven years before he moved to ministry, but by then the former policeman from Queensland had greatly impressed his colleagues.  he studied economics in his spare time and won the regard of Gough Whitlam who gave him the task of working out the details of Labor's health plan.  When the Whitlam government took office in 1972, Hayden became the minister for social security who brought Medibank into being."
