Although the approach of the book is historical, it is not concerned with doctrines and ideas of the past, which are now dead: it is dealing all the time with modern principles that are alive and significant today – with the constitutional position of the Dominions, with the growth of self-government in the tropical colonies, with native administration and the idea of “trusteeship”.”
