"The author takes in all the Himalayan territories - Tibet, the fate of which is of peculiar interest in the subcontinent of India; Turkestan, predominately Mohammedan, but the subject of Russian and Chinese penetration. (The question is posed whether it may not yet be possible for these Turkic peoples to regain their independence by playing off Russian against Chinese ambitions.) A close study is also made of recent Indian history, the author examining closely the principles put forward to form a code of conduct intended to guide the political relations of Asiatic states internally and their outward relations with the western powers."
